On April 26, 2021, QARAMA – Human Dignity Union president Joe Maalouf and the Minister of Justice Mrs. Marie Claude Najem signed an agreement regarding the judicial cases of juveniles in Mount Lebanon. The agreement is based on Law No. 422 regarding the protection of juveniles in violation of the law or exposed to danger.
Given the current circumstances in Lebanon, juveniles in violation of the law or exposed to danger have increased in number. Social delegates entrusted to follow up on the cases of those juveniles before authorities in Mount Lebanon has decreased lately and no longer matches the volume and seriousness of the number of cases. Therefore, “QARAMA” decided to step in and provide all the support needed to ensure that children in conflict with the law are treated with dignity and respect according to international standards during any investigation or arrest.
At QARAMA, we believe those vulnerable and marginalized children have not lost their childhood regardless of their circumstance. It is part of our mission to protect them and create a safe space for them to develop mentally, emotionally, and physically, provided they have access to the right resources and their rights are respected. This agreement guarantees that the largest number of social delegates will follow up on the juvenile cases before Lebanese authorities including but not limited to judicial police, judges, and ISF officers. QARAMA will always try to prevent the detention of juveniles and implement a new program for detainees to strengthen juvenile justice and enhance a protective environment for children in line with international standards to have their basic rights respected and fulfilled as they enjoy access to justice.
